When discussing about cost-effectiveness of ARV programme, one always mixes up between cost-effective at individual level, which choice is to prolong survival period, with that of national level, which resource is limited. Is that cost- effectiveness at individual level, collectively, the same as cost-effectiveness of the nation? Since at national level cost-effectiveness provides comparative framework between various programme, such as between ARV and other HIV/AIDS prevention and care programme,or between ARV and other health programme--nutrition, or between ARV and other social programme. Therefore, research regarding this aspect provides basis not only undertaking programme, but also as critical input to modifying programme or seeking for alternative approach in maintaining good health status.
In addition, when ARV programme administers with public fund, sometime it takes away accountability from those involved, especially regarding its cost. In such a case, research result will help in programme design to ensure efficiency.
