Mr Halpern, I'm not putting down economists, just that it's frustrating for
those of us who work with people who have AIDS to discuss only numbers. I
agree with you that we have to measure cost-effectiveness vis-a-vis
prevention vs ARVs, or whatever else that comes into the equation. I live
in a country where this discussion is hardly going on --- prevention is
thought of in terms of testing people and as for care, there is so little.
And we're not even a poor country, recent economic crisis notwithstanding.

Anyway I thank all contributors for the many insights and ideas and hope to
get some Malaysian economists also to start thinking about this and come up
with some policy suggestions.
