| Under the subtitle, "Alternatives to Expensive Inpatient Care", Chapter 4 of "Confronting AIDS" argues in favor of government funding to support at least the start-up costs of community-initiated home care programs. In countries which subsidize a large share of curative health care costs for all diseases, it might make sense to continue subsidies to home care programs that can be shown to provide effective low cost support to AIDS patients at their own homes. There is an important role for NGOs, especially local ones, in initiating and managing such programs. |
