The Fertilizer Toolkit employs a modified decision tree format that helps policy analysts and program designers think through and address such key issues as:

  1. What are the objectives of the fertilizer program and what types of farmers are to be targeted?
  2. Is a fertilizer program the best option for meeting objectives and target group needs?
  3. What are the binding constraints and potential solutions?

Toolkit users advance through the decision tree by answering questions that are posed in a particular order. Since the recommendations given by the toolkit are specific to the user’s choice of objectives, target groups, and binding constraints, it is not possible to arrive at recommendations without first answering several sets of questions about objectives and constraints. Users may always return to previous stages, however, or use the toolkit multiple times to design programs for different objectives or target groups.
